I have the honour to inform Your Excellency
that about July 16th Mr. E.P. Goodrich, the American
expert, who on his card is described as Engineering
Adviser to the Whampoa Port Development Administration,
accompanied by Dr. S.K. Yee, who is described on his
card as Secretary General of the same Administration
(although I understand that he is Acting Secretary General)
called at my office and told me that their business was
to seek international co-operation in connection with the
development of Whampoa.

The enclosed Minute describes the conversation
which took place. You will remember that I handed to
you this Minute in original for your perusal when I visited
Hong Kong on July 23rd. I did so because the "written
communication with facts and figures", promised at the
end of paragraph 5 of the Minute had not yet been handed
to me, and it was only yesterday that Dr. Yee handed me
the enclosed letter.

Both the Minute and the letter are self-
explanatory. After speaking to Your Excellency I had
informed Mr. Goodrich privately that as regards the
requests contained in paragraph 3 of my Minute (1) would
present no difficulty but that (2) was quite another
matter.
